Risk Communication and Community Engagement
The KCCA RCCE Training Platform is designed to equip participants with the skills to manage public health emergencies through communication and community partnerships effectively.
The overarching goal of the 6-module, 18-hour course is to enable participants to:
- Save lives through effective communication during health emergencies.
- Transform gaps in preparedness, communication, and community relationships into strengths.
- Become certified RCCE trainers qualified by KCCA and partners to cascade knowledge to health workers, VHTs (Village Health Teams), and community leaders across Uganda.
Course Objectives (Learning Outcomes)The course is structured around six core modules, with the following key learning outcomes for participants:

| Module 1: RCCE Foundations, Urban Context & One Health | Define RCCE, PHEM, and One Health; explain how RCCE supports preparedness-response-recovery phases; and apply simulation lessons to Kampala’s urban challenges (density, diversity, informality). |
| Module 2: Strategic RCCE Planning & Implementation | Apply the 5-step RCCE planning model (Situation Analysis, Audience Analysis, Message Development, Channel Selection, MEL); conduct rapid situation analysis using the 5WH framework; and analyze audiences using the KAB framework. |
| Module 3: Inclusive Communication, Message & Channel Design | Define inclusive RCCE; develop audience-specific messages; adapt messages for accessibility (multilingual, disability); and apply the CARE framework for rumor detection and response. |
| Module 4: Community Engagement, Participatory Methods & Social Listening | Apply the IAP2 Engagement Spectrum (Inform → Empower); use Human-Centered Design (HCD) methods to co-create solutions; and design rumor response systems using the 4Rs framework (Receive, Record, Respond, Review). |
| Module 5: Monitoring, Evaluation, Learning & Sustainability | Define MEL; select appropriate RCCE indicators (relevant, feasible, actionable); conduct rapid analysis to adapt strategies mid-outbreak; and design sustainability plans that continue RCCE beyond KCCA involvement. |
| Module 6: TOT Facilitation & Certification Practicum | Explain adult learning principles; demonstrate facilitation techniques; manage diverse groups; handle difficult situations; conduct a full RCCE simulation as a trainer; and successfully obtain TOT (Training of Trainers) Certification. |
Course Overview and Structure
- Total Duration: 18 hours, spread across six comprehensive modules.
- Format: Online/Blended Learning, with Module 6 culminating in an In-person Practicum (FULL RCCE SIMULATION PRACTICUM).
- Prerequisite: Full completion of all modules (1-5), generally requiring a score of ≥80% on each module’s Knowledge Check Quiz to progress.
- Assessment and Certification:
- Each module includes quizzes, assignments (e.g., 5WH Analysis, Message Design Canvas), and reflection journals.
- Final certification is granted in Module 6 after demonstrating facilitation competency and achieving a competency assessment rubric score of ≥80%.

This module serves as the introduction to the entire course, establishing the core concepts, importance, and specific context of Risk Communication and Community Engagement (RCCE) within Kampala.
