Module 2: Strategic RCCE Planning & Implementation

Component 10: Scenario Cards (3 Complete Scenarios)

SCENARIO CARD 1: CHOLERA OUTBREAK IN BWAISE

SCENARIO OVERVIEW

Date: October 2025
Location: Bwaise, Kawempe Division, Kampala
Event: Confirmed cholera outbreak

Situation Brief:

The Kawempe Division Medical Officer has confirmed 47 cases of acute watery diarrhea with laboratory-confirmed Vibrio cholerae in Bwaise Zone 1 over the past 10 days. Two deaths have occurred—both were elderly patients who sought care late.

Geographic Details:

Bwaise is an informal settlement built on former wetland

Zone 1 is the lowest-lying area, with chronic flooding and standing water

Approximately 30,000 residents in immediate area

Limited access to improved water sources (60% rely on unprotected springs or vendors)

Shared pit latrines, many overflowing due to high water table

Affected Populations:

Residents of Zone 1 (8,000 people)

Market vendors selling food in Bwaise Market (2,000 vendors)

Students at 5 primary schools in the area (4,500 students)

Most vulnerable: households with children under 5, elderly living alone, persons with disabilities

Contributing Factors:

Recent heavy rains caused flooding and latrine overflow

Garbage blocking drainage channels

Contaminated water from shallow wells mixing with floodwater

Low handwashing rates among food vendors

Current Response:

KCCA PHEOC activated

Oral rehydration points established at 3 health facilities

Water treatment tablets being distributed (limited supply)

No organized community communication yet

Rumors circulating: “KCCA poisoned the water to evict us”

Your Task:
Develop a mini-RCCE strategy for this cholera outbreak, including 5WH analysis, KAB analysis for 2-3 audiences, stakeholder mapping, and complete strategy template.

SCENARIO CARD 2: EBOLA PREPAREDNESS FOR CROSS-BORDER TRUCKERS

SCENARIO OVERVIEW

Date: October 2025
Location: Kampala (truck depots, transit points)
Event: Ebola preparedness—active outbreak in eastern DRC

Situation Brief:

WHO has confirmed an Ebola outbreak in North Kivu, DRC, with 124 cases and 61 deaths. The outbreak epicenter is 500km from the Uganda border. Truck drivers regularly cross between Uganda and DRC—an estimated 500 trucks pass through border points daily.

Kampala is a major hub for cross-border trucking. Truck drivers pass through, rest in, and sometimes live in Kampala. They interact with community members at depots, lodges, restaurants, and fuel stations.

Geographic Details:

Major truck depots: Namuwongo, Kibuye, Nakawa

Key transit corridors: Northern Bypass, Jinja Road

Drivers spend 1-3 days in Kampala between routes

Some drivers live in Kampala with families

Target Populations:

Long-haul truck drivers (estimated 15,000 regularly passing through Kampala)

Depot workers and managers

Roadside food vendors serving truckers

Lodge and guest house operators

Fuel station attendants

Partners/families of truck drivers

Risk Factors:

Drivers have multiple contacts during long routes

Limited handwashing facilities at depots

Close contact in lodges and social settings

May not seek care if symptomatic (fear of losing work)

High mobility makes tracing difficult

Current Situation:

No Ebola cases in Uganda (preparedness phase)

Border screening operational but variable quality

Truck drivers associations exist but engagement is low

Drivers report low risk perception: “Ebola is far away”

Misinformation: “Ebola only affects poor people in villages”

Your Task:
Develop a preparedness-focused RCCE strategy targeting truck drivers and their contacts in Kampala. Include 5WH analysis, KAB analysis, stakeholder mapping, and strategy template.

SCENARIO CARD 3: FIRE IN KISENYI MARKET

SCENARIO OVERVIEW

Date: October 2025
Location: Kisenyi, Central Division, Kampala
Event: Major fire at Kisenyi Market—aftermath and recovery

Situation Brief:

Three days ago, a fire destroyed approximately 40% of Kisenyi Market, one of Kampala’s largest wholesale markets. The fire started at 2am, spreading rapidly through congested stalls and stored goods.

Impact:

3 deaths confirmed (vendors sleeping in stalls)

27 injuries treated at Mulago Hospital

Estimated 2,500 vendors lost goods completely

Property damage estimated at 5 billion UGX

Market currently closed for safety assessment

Geographic Details:

Kisenyi Market is located in Central Division, bordering Kisenyi slum

The market is the primary income source for approximately 10,000 vendors and their dependents

Narrow, congested stalls with limited fire access

Informal electrical connections throughout

Affected Populations:

Market vendors (5,000 directly affected, 2,500 lost everything)

Casual workers (porters, cleaners—approximately 2,000)

Dependent families (estimated 20,000 people)

Nearby residents affected by smoke and fire risk

Current Situation:

KCCA engineers assessing structural safety

Fire investigation ongoing

Vendors gathered outside market, demanding to return

Rumors spreading:

“KCCA started the fire to take our land for developers”

“The market will be relocated to Nakawa” (FALSE)

“There’s no compensation coming”

Tensions high between vendors and authorities

Mental health concerns among affected vendors

Your Task:
Develop an RCCE strategy for the fire aftermath and recovery, including rumor management, trust rebuilding, and support communication. Include 5WH analysis, KAB analysis, stakeholder mapping, and strategy template.
