Who is it for?

The course is specifically tailored for KCCA Public Health Directorate staff, Division Medical Officers (DMOs), and frontline responders operating in Kampala’s unique urban environmentIt also serves trusted intermediaries, including Village Health Teams (VHTs), religious leaders, and market/transport association heads who act as the "middle layer" between authorities and the public.

Where does it take place?

While the curriculum is delivered through structured modules, the practical application is focused on Kampala’s high-risk "hotspots," such as the informal settlements of Kisenyi and Bwaise, busy taxi parks, and high-traffic markets like Owino.

When is it needed?

The training covers the entire Public Health Emergency Management (PHEM) cycle, ensuring readiness during the prevention and preparedness phases and rapid, coordinated action during the response and recovery phases of outbreaks like cholera, Ebola, or measles.

Why is it essential?

In an emergency, "information + trust = behavior change"This course exists to bridge the trust gap by teaching participants how to address structural barriers, manage rumors, and ensure that marginalized groups—including refugees, persons with disabilities, and low-literacy populations—are not left behind in a crisis.

This course includes

Module 1: Foundations & One Health: Defines RCCE as a two-way dialogue rather than just broadcasting information. It introduces the RCCE Equation

Module 2: Strategic Planning: Teaches the WHO 5W Framework (Who, What, Where, When, Why) to move from data to unified execution.

Module 3: Effective Communication: Focuses on the 7 Cs (Command attention, Clarify, Communicate benefit, Consistency, Cater to heart/head, Create trust, and Call to action) and the use of "behavioral nudges" like social proof.

Module 4: Community Engagement: Emphasizes moving up the IAP2 Spectrum from simply informing to empowering communities to make their own decisions.

Module 5: M&E & Adaptation: Shifts focus from "activity counting" (outputs) to measuring actual behavior change (outcomes).
